Agency for All (A4All) Project

Agency for All is a five-year program (2022-2027), funded by USAID, that operates globally in Africa and Asia. Its aim is to generate evidence on how agency influences effective social and behavior change (SBC) programming, ultimately enhancing the health and well-being of individuals and communities. The project seeks to improve and sustain the health of women, girls, and communities through locally led, equitable partnerships that focus on understanding agency in SBC initiatives.

Agency for All project is led by the Center on Gender Equity and Health (GEH) at the University of California San Diego (UCSD), which has assembled a diverse and highly experienced consortium of global, regional, and country leaders in both implementation and research (USAID, Centre for Catalyzing Change, CORE Group, Equimundo, EVIHDAF, International Planned Parenthood Federation, Makerere University, Matchboxology, Sambodhi, Save the Children, Shujaaz Inc., University of Witswatersrand, and Viamo). This consortium also works with the Social Norms & Agency Learning Collaboratives in East Africa, West Africa and South Asia to foster local leadership, promote positive social norms and enhancing individual and community agency to improve health.

Agency for All project is implemented in Bangladesh, Cambodia, Cameroon, Ethiopia, India, Indonesia, Kenya, Madagascar, Niger, Nigeria, Uganda. Its research activities focus on three results area:

  • Result Area 1: Evidence Generation.
    • Focuses on implementing science research alongside ongoing Social and Behaviour Change (SBC) efforts.
  • Result Area 2: Measuring, Monitoring, and Adaptive Management.
    • Aims to improve measurement and management by developing culturally relevant agency metrics, SBC indicators, and Collaborating, Learning, and Adapting (CLA) tools.
  • Result Area 3: Research Utilisation.
    • Seeks to enhance decision-making networks and social norms among project hubs, addressing power dynamics while facilitating the adoption and adaptation of SBC research methodologies.

As regards to the implementation of these research activities, EVIHDAF in collaboration with other consortium partners is conducting 2 studies:

Agency for All is implementing a series of Buy Ins activities in Cameroon, Madagascar, Haiti, Bangladesh, Ethiopia, Nigeria, DRC, Cambodia, Malawi, Zimbabwe, Ouagadougou Partnership (OP) Region, Niger, Indonesia, Uganda, Mali, Kenya, Burkina-Faso.

EVIHDAF in collaboration with other consortium partners is conducting three (3) studies: one (1) in West Africa (Ouagadougou Partnership countries) and two (2) in Cameroon and Kenya:

Targets: 1) Enhancing personal agency so individuals can make informed decisions about their health and well-being. 2) Strengthening community structures to support collective action and social norms that promote health. 3) Conducting research to understand the role of agency in social and behavior change and using this evidence to inform policies and programs. 4) Providing training and resources to local organizations to implement effective social and behavior change interventions.
