John is a seasoned professional with a background in legal and compliance matters, specializing in research and technical service programs. With a strong foundation in contract negotiation, regulatory compliance, and international business development, John brings a wealth of experience to the table.

Prior to his current role in support of various US government research grant and cooperative agreement activities, John served as Director of Central Research Administration at The Johns Hopkins University. In this capacity, he oversaw a wide range of research agreements, including international, commercial, and government-funded projects. John played a pivotal role in ensuring compliance with complex regulations and guidelines, safeguarding the institution’s interests while facilitating groundbreaking research.

John has held positions in the public and non-profit sectors. As a procurement and property attorney with the Maryland Office of the Attorney General, John gained expertise in contract law and government procurement. He also contributed to international business development initiatives for a humanitarian NGO, demonstrating his understanding of cross-border transactions and ethical considerations.

John’s academic qualifications include a Bachelor’s degree in Economics and French, a Master’s degree in Public Administration, and a Juris Doctorate. His bilingual skills in French further enhance his ability to navigate international agreements and collaborate with diverse stakeholders.
